Arklow Primary Care Centre

This new building is 65,000 sq. ft. approx, and consists of a complete design of the building M&E Base build & Fit-out with A3 rating and Thermal and NZEB Modelling carried out, with an M&E value of €2.6m.


The building is predominately naturally ventilated with mechanical ventilation being installed in compliance with HSE specifications. With many internal rooms on the Lower Ground Floor, stringent overheating analysis was required to be carried out for the building. A constrained budget provided additional engineering challenges.


This project was constructed to a very high standard, within the M&E budgets, meeting it’s BER A3 rating and in compliance with NZEB regulations. The building was completed in Q3 2022.

Continuous communication between our Client, Design Team and both Mechanical and Electrical sub-contractors proved valuable for the coordination and installation of the Mechanical and Electrical services, within HSE guidelines and to meet BCAR regulations.

Electrical Services

  • Dedicated ESB substation and switchroom.
  • Separate metered distribution boards serving dedicated separate tenants.
  • Recessed LED lighting throughout, with self-contained downlighters for an addressable emergency lighting provision and lighting control to meet HSE requirements.
  • A L1 addressable fire alarm to serve the building.
  • A full integrated Nurse call alarm system being installed throughout
  • 2 No. passenger lifts are being provided.

Mechanical Services

  • A natural ventilation strategy has been applied to the majority of the building, with mechanical ventilation being provided, via roof mounted air handling unit, to rooms where a clean wall approach was a requirement, and to stores and circulation areas, with standalone toilet extract ventilation. The Dental Area is served by it’s own standalone ventilation system, via 2 number heat recovery units.
  • Heating to floor plates is provided via a radiator system served by heat pumps.
  • Cooling has been provided by way of VRF units, installed to rooms showing to overheat.
  • Water services are provided via Lower Ground Floor level mains water break tank, roof mounted cold water storage tank and heat pump type hot water cylinder.
